APPLICANT REQUESTS THAT:

His DD Form 214, Armed Forces of the United States Report of 
Transfer or Discharge, be amended to reflect time served in 
Vietnam.

APPLICANT CONTENDS THAT:

He does not have proof that he served in the Republic of 
Vietnam.

In support of the applicant’s appeal, he provides documents 
extracted from his military personnel records.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force on 15 August 
1967.

The applicant was honorably released on 26 June 1970 and 
transferred to the Air Force Reserve under the provisions of 
AFM 39-10 (Hardship Separation).  He served 2 years, 11 months 
and 12 days on active duty and credited with no foreign and/or 
sea service.

AIR FORCE EVALUATION:

AFPC/DPAPP recommends denial.  DPAPP states that after a review 
of the applicant’s master personnel records and documentation 
submitted failed to provide any documents that substantiate 
foreign service time in Vietnam.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 25 April 2013, a copy of the Air Force evaluation was 
forwarded to the applicant for review and response within 
30 days (Exhibit D).  As of this date, no response has been 
received by this office.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.

3.  Sufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice.  After a 
thorough review of the evidence of record and the applicant’s 
complete submission, we are persuaded that relief is warranted.  
The Board notes that the Air Force office of primary 
responsibility states the information provided failed to support 
the applicant’s claim of Foreign Service in Vietnam.  However, 
after a review of the applicant’s records, in particular the 
DD Form 214, which reflects his last duty station as the 377th 
Combat Support Group (CSG)(PACAF) and his AF Form 7, Airman 
Military Record, which reflects his foreign service in a TDY 
status for 91 days, we believe that relief is warranted.  We 
have confirmed that the APO address associated with the 377th 
Combat Support Group was for Tan Son Nhut Air Base located in 
Vietnam.  Based on this information, we believe the applicant 
has provided sufficient evidence to establish that he was in 
Vietnam and we recommend the record be corrected as indicated 
below.

4.  The applicant's case is adequately documented and it has not 
been shown that a personal appearance with or without counsel 
will materially add to our understanding of the issues involved.  
Therefore, the request for a hearing is not favorably 
considered.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air 
Force relating to APPLICANT be corrected to show that he had 
boots on the ground in Vietnam from May 1968 to July 1968.
